If cost is a major factor for you right now, searching for a shared hosting option may be your best option. This allows you to share bandwidth with other sites, which also allows you to split the cost. Dedicated servers are ideal for large and complicated sites, but will cost much more.
Site hosting services should also offer some type of figure for estimated uptime on a continuous basis. Also make sure you understand the procedures for periodic updates to the server, and how you will be notified of scheduled maintenance.
